Initially sparked by a grassroots InnerSource movement among data scientists, Airbus established its Open Source Program Office (OSPO) in 2023 to drive the massive cultural and structural transformation needed to manage open-source software at scale. This talk offers a three-year retrospective on how the OSPO navigates governance, modernizes engineering culture, and fosters an “Upstream First” mentality within a highly compliant aerospace environment.

Long before formal structures were in place, data scientists across various Airbus divisions began collaborating on shared software. They were practicing InnerSource before they even knew the term. However, they quickly realized that scaling this grassroots effort required a massive cultural transformation—one involving overcoming legal hurdles, cultivating a dedicated community, securing leadership buy-in, providing technical support, and creating genuine incentives for participation. To champion this transformation, Airbus established its Open Source Program Office (OSPO) in 2023 to redefine how a global aerospace leader handles digital sovereignty and supply chain resilience. This session provides a three-year retrospective on the OSPO’s evolution across three critical pillars:

  1. Inbound & Governance: Navigating the “unprocured” nature of Open Source Software (OSS). We will share how we empower developers to act as the first line of defense for compliance and cyber-risk management, particularly within the emerging landscape of Open Source AI.
  2. Outbound & Sustainability: Moving beyond mere consumption to an “Upstream First” culture, ensuring we actively influence and sustain the critical technologies we depend on.
  3. InnerSource: Leveraging open-source methodologies internally to break down silos and modernize our engineering culture within a high-compliance environment.
